The recommendations are up for consultation, open to be tweaked or changed if necessary.

There are some issues around plateau and decline of academic performance and a raft of wellbeing issues.
Also issues around equity in our schools for our children.
Equity needs to be addressed in a systems approach.

Wanting to be future focused as the current education system is reviewed. 

GOVERNANCE

BOTs have a big and complex workload with little MOE support.  Much of this work sits away from teaching and learning.

Rec: BOT to be responsible for the teaching and learning work.   Strategic/annual plan.  Also BOTs to be involved in the appointment of the leader of the school and final approval rights.   Principals to be responsible for staffing/operational matters.  Flexibility - option to have control of property (ie 5YA) if BOT has capability (national criteria likely)

CENTRAL EDUCATION AGENCIES

Rec: Disestablish local MOE offices.  Small MOE in Wellington – policy and strategic driven.   20+ education hubs (service centres) staffed by practicing educators and iwi, maintaining a degree of separation from national bureaucracy.   Advisory services in these hubs working alongside principals.

FIVE YEAR CONTRACT.  

This will be by mutual agreement and could extend to teachers.  Principals will control employment of teachers.  The employment relationship will sit with the hub.

SCHOOLING PROVISION.  The two year school model is not favored by the review.   The middle school model is preferred.    This is based on the submissions raising concerns about transition.

Bali “We need to think about what works in different locations.   There will need to be conversation hub by hub to decide what best works well for the community.”

We need to put our submissions in based on today’s discussion.    What do we want to tell the task force?

COMPETITION AND CHOICE
The hubs will be responsible for managing enrolment schemes which are equitable and fair.  There may be some disincentives put in place to take out of zones.
